Obama has announced on Twitter he's going to issue a National Day of Prayer proclamation anyway, which he could have refused to do based on the District Court's ruling, even though the Judge also ruled her injunction against the law would not become effective until exhaustion of the appeals process or expiration of time to file an appeal.
To my untrained legal eye, this appears to be the correct decision, and one I certainly agree with.
